Volvo S60 headlight tilt control not working

Variant: 2.0 T SE

After replacing the headlight bulbs to try and get brighter lights, the headlight tilt control no longer works plus nearside light looks to be dimmer than driver side.
Ive tried to pull up/push down the metal cover inside the headlight cover but still no joy.

If one is dull , check earth / wiring connector .Could check fuse for headlight levelling motor if applicable .
