Volkswagen Polo emissions warning light

Car: Volkswagen Polo
Variant: 1.2 E
Model Year: 2005

orange emissions warning light on permanently, slight misfire

The computerised diagnostic test came back with the following results –

16687 – misfire detected cylinder 3

The coil packs changed, which had no positive result, a set of spark plugs was tried after, again, to no effect, so a compression test was carried out.

Compression test results –

Cylinder 1 – 14 bar
Cylinder 2 – 10 bar
Cylinder 3 – 9 bar

What could be wrong? Car only done 25K and serviced by VW.

possible injector fault in cyl 3. or wiring to coil 3 from ecu. i suspect lower compression in cyl 3 probably due to overfueling in that cylinder. is it using water??

VW dealership has taken of the cylinder head and advised that exhaust valve on cylinder 3 was sticking and have quoted £1200 pound to fix. What could have caused this? Only done 25K and serviced regularly.
