Volkswagen Polo oil coming into filter through breather pipe

I have had the car 3 years the car judders like it's mis-firing after a few minutes this goes away but lately its been low on power and wont start I've had new plugs, rotor arm, dizzy cap, leads and filter and there is oil whiteish in colour in the filter near the breather pipe and it uses a lot of oil and as soon as the weather turned bad the problems really started Heeelp

Low on power and emulsified oil usually indicates head gasket gone .Might be worth doing a cyl compression test .
