Volkswagen Polo engine vibrates and keeps going after ignition turned off

When moving slowly (e.g in slow traffic) the car engine begins to vibrate strangely. When I stop and turn ignition off and remove key, the engine keeps going - with the strange vibration. The only way to stop this is to turn engine back on, get into gear and move car until vibration stops - then I can turn off engine normally. Have taken it to garage - electrician couldn't find a fault.
Anybody got any ideas?

my polo does the same i found out that it is the radiator fan and it goes off after the car cools down it does not stay on for longer than 2 mins unless it is really hot it might take a bit longer
