Volkswagen Polo misfire

Can anyone help?
Discovered a misfire and low compression on my 1.2 6v bmd polo and it sounds like a very common problem. The head was removed by local garage where two valves were discovered to have 'burnt out' one of them had an obvious enough crack in it and another was leaking (exhaust valves. These were replaced along with gasket and the head refitted. The engine was run up until fans kicked in but then it started to smoke so thinking it was valve stem seals the head was removed once again and the seals replaced. Once again it was rebuilt and run up to temp but again started to smoke. The engine was stripped for the 3rd time to investigate and it looks like oil is coming up past the piston rings
What to do next?

Get another garage ? With a job like that I would have got the head tested and skimmed , replaced valve stem oil seals , cut the other valves into head , checked for wear in bores and excessive piston movement .Also valve stem guides would have been checked for wear .When completed I would have taken car out for a good drive to clear any residual s**t that may have been in exhaust from driving in previous condition .If it's blue smoke , carry out a wet and dry compression test .

Cant remember , after a lifetime in the motor trade if I overhauled or not that particular engine , done so many .Without checking , something rings a bell about sticking valves / guides .Here is another example of what standard of work is usually carried out with that repair ,
