1995 Volkswagen Polo starting problem

I got this car a few days ago and when I picked it up it ran out of petrol just as I got to the petrol station. The car runs fine when it starts that is. It's in the mornings when it takes it's time she turn's over fine but take's a good few turns to start had new battery so any ideas would be gratefully received.

First thing to check would be the plugs .
