Hi, this is quite common, more so if they are alloy wheels.
Jack the car up and secure it on axle stands. Having removed the wheel nuts, sit or stand in a position whereby you can kick the wheel/tyre at various points. Wear sturdy shoes or boots for this. It will eventually loosen the wheel.

Have not had the car on axle stands,,but have had up on jacks, and I have pulled ,pushed, kicked and hit with a mallet and they still wont budge,,is it just a case of more and harder ?

Yes. More and harder, which is why you have to make sure the car is secure.
If you still struggle,it may be worth getting a friendly garage to have a go. It may cost you a few quid, but once they are off and cleaned up. you shouldn`t have any further trouble.
Best of luck

Hi again. Have just found this link which may be useful.
If you do try this method, be very careful that you don`t damage anything. I`ve not tried this method my self.
