Volkswagen Passat stalling

Sometimes when I try to start the car, it fires up then stops. On the dashboard is an image of a car with a key for it's wheels, this is flashing on and off. I've discovered one thing, if this happens I switch off ignition, switch on parking lights, switch on ignition for 5 seconds, then I can start the car without any problems. What's causing this and what can I do.

That usually indicates an immobilizer system fault .
