Volkswagen Passat electric rumbling from rear / underneath

This has been happening for around 2 months.

When i switch the ignition on a loud "rumbling" can be heard for about 3 seconds and then stops. This appears to be coming from the rear of the car.

When i actually start the car the sound returns but louder and can be heard over and above the engine.

When i switch the car off the engine stops and this loud sound can be heard for a further 2 or 3 seconds.

When someone else switches the ignition off and i'm outside with my head underneath the sound appears to be coming from underneath the rear passenger seat behind the drivers side.

The sound is louder than the annoying rear electronic brake caliper

Strange ,first thought does it have an auxiliary heater fitted?or is it the fuel in tank pump that's noisey.

Ive had the back seat off and it appears to be the pump under the seat?

I cant figure why? Do the bearings go on these pumps?
