Volkswagen Golf sludge on oil cap after changign oil

hi i had a serice a month ago and sludge was on my oil cap today i flushed my engine and changed my oil and added engine restore

took a 5 min drive and still found sludge on the oil cap along with water?
i dont think im losing coolant i might be it hasnt gone down yet
also my exhagust has water on it like water was coming out(drops) what can this be?

may i ask if the engine has reached full operating temp.
also is the cooling fan running all the time?
reason i ask if engine is not running at full temp the sludge you describe will form.
if the engine is running correctly the water which forms during the early running will be burnt off.
if only short runs then the sludge you describe will form.
also check the thermostat, is this is not working it will cause engine to run cool

ps drips of water in the exhaust after only 5 mins is normal

thanks i drink my car like 2 miles i drive it and then i lleave it idel till it reachs normal temp and turn it off i find water and sludge on the oilcap when i put my finger in the oil tank there is sludge on the side .
dont think i am losing coolant
it is cold down my area
