iknow people say its a blow headgas kit but i doubt it becuase my coolant hasnt changed abit i marked it also to keep track it is very cold outside my car was iced could it be becuase of this ? i put the dipstick in and out to see if the oil was fullymixed with cream but no what can it be nothing?

yes probably is nothing more than condensation that has caused the emulsion on the filler cap it is not uncommon

As "wiggy4170" suggests , probably nothing to worry about if not losing any coolant and no overheating . You tend to get a bit of condensation , especially if doing short journeys where the engine is not getting up to working temp long enough .
