Volkswagen Golf battery drain

Variant: s 1.6 petrol estate

hi,tested the alternater and battery they are ok so car has battery drain , traced it back to fuse f 14 , for central locking/ interior lights, when I removed the fuse the central locking still works but the interior lights don't, but the drain has stopped , but there does not seem to be any lights on when the fuse is fitted, so im not sure how its draining the battery, any ideas
