Vauxhall Zafira should all fuses be in the interior fuse box?

Variant: DTI 2.0l
Model Year: 2004

Should ALL the fuse slots be filled in the interiori fuse box of my 2004 zafira? I'm trying to sort out an alarm key fob and the locksmith has advised checking the fuses

Vaxuhall Zafira B (2005 – 2015) also had engine bay fuse box , but don't know about your earlier model .You can go onto Vauxhall website and see if they still have a download for that year of cars owners manual which shows fuses and locations , but may be discontinued now .

On all cars there are usually unused fuse slots as it depends on model , spec and equipment fitted etc.

Don't think I've ever seen on totally filled up.
Simplest way to check is look down the slots,
might need a torch but if you can see terminals down inside it probably needs a fuse.
No terminals?
then it's a dead slot.
