I can only refer you to my previous answer.
I had an ECU in twice for testing at a firm I had used in the past,
and will again.
Plugged it in to find/not find battery voltage missing from several key circuits,
So accepting the repairers diagnoses I hunted down to the fuse/relay box.
Inside I discovered the voltage loss point which was cleaned/rebuilt and fitted for it to start on the key with no mil.
Now I knew what my fault was,
No battery voltage on key,
testable circuits.
You state the car will not rev,
Not really any use that.
Various signals must be sent/received for the engine to rev,
starting with the throttle pedal sensor,
The car must know that you want to increase rev's.
AFM/MAP/VACUUM......
All combine to signal the ECU to increase injection pulse width.
these signals I would test,
And to go back to my previous response none of this means sh*t if the cat is blocked and the engine cant exhaust gases!!
Now either your garage or your ECU repairer is right or wrong.
Live scanner data will either show a change in throttle pedal position or not..
