Check the turbo control system,
small diameter black pipe runs from the vac pump to the pressure sensor mounted on the battery box side plate.
check it's not burst/perished.
pressure sensors can fail.
same pipe then loops through the turbo actuator solenoid then down to the turbo.
Boost pressure is nill unless this system is working so no turbo.

Have you tried an engine carbon clean service?
I offer a mobile service in the Herts, Beds and Cambs areas using hydrogen technology which removes carbon build up from the areas that really matter such as turbo's, combustion chamber, valves, injectors, manifold, dpf, egr and cat.
I get a lot of vivaro vans with running issues due to carbon build up and injector problems. My service clears these every time leaving the engine revitalised with increased power, performance and fuel efficiency.
Its a non invasive service which uses no chemicals and is very cost effective.
