Unusual set up on that turbo,default is the dump valve is open.
Have someone rev the engine while you look at the activation rod on the turbo,you ought to be able to see it move.
The sensor,solenoid and the pipe work all have faults but a quick cheat,for test purposes,is to run the vac pipe from the vac pump straight to the turbo capsule,this will give full closure of the dump valve so full turbo boost,like I said,TEST PURPOESE ONLY!,you run it like this and the engine will die!!
Of cours all this presumes there's actually vacuum from the pump,it wouldn't be the first diesel turbo I caome across that had no turbo boost because there was no vacuum from the pump,or a shot brake servo loosing all the vacuum.
or for that matter a blocked exhaust DPF.
Code reading at the dealer is not what I'd reccomend,you need someone who knows how to read,and understand live data.EGR failure WILL TRIGGER a false AFM fault code.try the book for your local bosch specialist.
