Vauxhall Vectra speed not going up

as i am driving in 1st and 2nd gear, it feels like the car is not moving, then all of a sudden the spped will jump up. also on the motorway, the speed doesnt go higher than 60 mph, unless i shift down to 4th.

do the revs go up and car doesnt accelorate or will revs not rise?
