Vauxhall Vectra heater only blowing on number 4

Heater only works on the top section number 4 i have changed relay behind glove box and remewed the whole console which includes all the switches , air con buttons etc and still its not working , any ideas im thinking the wiring loom might be faulty

the heater resistor pack is used to lower voltage for each fan speed eg:pos 4 12v
pos 3 9v
pos 2 6v
pos 1 3v
the pack is found inside heater box held by screws look for wireing plug in box you shouldnt have to remove much trim
cheap easy to replace

Would this be the resistor that sits behind motor , i changed it and it still does not work , funnily enough not long after heater stopped working my cruise control packed in as well are they linked , many thanks for reply
