Vauxhall Vectra overheating

Variant: 1.8 vvti
Model Year: 2008

Overheating and boiling over the water out of the header tank. Fan is not coming on. I have checked the two fuses under the bonnet which seem fine. Any ideas guys would be much appreciated.

Check the radiator pipes,
when it's hot both top and bottom pipes should be close to the same temperature,
roughly that is,
if the coolant pump isn't "pumping" then there will be a noticeably cooler pipe as the coolant isn't being circulated through the rad.

I have felt the pipes and they all seem to be the same temperature. Any other ideas? Thanks
