heator doesnt work on low settings but works when i turn it up to no4 max setting. heator fan aslso makes a squeeky noise.

I would say that it is the regulator that has gone. The regulator controls the speed of the heater motor. As for the squealing noise, try opening some more vents, it may the wind trying to force it's way through a closed vent...
