Vauxhall Vectra water leaking into driver side footwell

For some time water has been leaking into driver side footwell. My partner knows a bit about cars and has removed the carpets. It's not clogged pollen filters or the heater/radiatior. We've finally found that it's coming in from a small weld under the steering column near the bonnet release catch but haven't a clue how it's actually getting in to that point. We feel if we seal this it will come in somewhere else. My partner thinks it will be a huge job and that the body work will need to be taken apart?!? would anyone have a clue what this could be/how to fix it before we end up with a huge garage bill? seen this once before but not on a vauxhall. remove wipers/wiper box covers,(trim under windscreen)there is a drain each side that exits under wheel arch clean out and tip some water in it should come out under arch. even remove arch liner and clean out all mud etc . then water should just go straight onto floor under car.

On the bulkhead there are 2 drainage points, one each side. Make sure that these are clear by squeezing the pipes. If these are blocked then the water will build up to a level where it will leak into the car. Also make sure there are no leaves or debris in the space below the windscreen where the wiper motor and blower motor is situated.
