does the car have mechanical pas pump or electro hydraulic pump.in either case check the pas fluid level is ok,and for any signs of a leak.if you need to top up the fluid then you will need to bleed the air out.if electro hydraulic pump, then low charge rate could affect its operation, check the fuse and wiring going to the pump motor and the main live and earth wires going to fuse box and battery.if mechanical pump then could be a worn pump.

All Vauxhall Astras from 1998 on have Electric Hydraulic Power Steering (EHPS) Common fault were some suffering power steering failure from electro hydraulic TRW pump failure. Also some units failing for leaking hydraulic fluid. But as suggested in oringinal reply , get alternator output tested first .
