Vauxhall Astra low voltage to injectors 1 and 4

Cylinders 1 & 4 have 2 volts going to injectors, Cylinders 2 & 3 have 5 volts. Could this be an ECU issue?

Could be . Worth checking wiring and scan for any fault codes
