Toyota Hilux towing capacity

I plan to buy a new 3.0 D-4D HL3 Toyota Hilux to tow a 1600-1800kg caravan. The towing capacity of the Hilux is specified at 2250kg...no problem there. The tow ball max weight is stated as only 110kg. Best practice for safe towing would require 10% of trailer weight on the towball, which would imply that the trailer weight should not exceed 1100kg for safe towing.
I am currently in Australia, and the identical model new Hilux has a towing capacity of 2250kg and a max ball weight of 225kg which makes complete sense. Incidentally I have been using a 100 series 4.2TD Toyota Landcruiser (Amazon model in UK) out here which is rated to tow 3500kg and has a max towball weight of 350kg.
Why the discrepancy on UK models, and can anything be done by way of using heavy duty towbars or heavier suspension to increase the manufacturer's legal tow ball weight??

couldn say why there is such a difference but if you can refer to the dealer or even a caravan / trailer specialists out there for the tow ball info and possibly the other info you require
