Warning lights started appearing, including handbrake, power steering, ABS & eventually speedo stopped. Regular garage & Formula 1 could get no readings. Took to Toyota dealer who ordered new ECU. Took 4 weeks to arrive, fitted, some issues resolved but still not fixed. Now nearly 6 weeks. Is this common?

Not normal . There are plenty of companies that would have repaired the ECU in a couple of days with a full warranty .
