Skoda Fabia cold start

Car: Skoda Fabia
Variant: 1.9 sdi diesel
Model Year: 2000

Since having the cambelt renewed last week the car is difficult to start when cold and once it does start after two or three tries it smokes from the exhaust initially.
The car then seems to drive ok and once engine is warm it starts first time.
I returned the car back to the garage thinking it has only been like this since the cambelt change but they did not think it would be.
It seems to be to much of a coincidence.
What are your thoughts please?

Could be timing not set up properly , fuel filter needing changed.
