Seat Ibiza not starting after long lay up

Car: Seat Ibiza
Variant: 1200
Model Year: 2003

1200 3cylinder, car has been ;aid up for 18 months, timing chain had jumped, engine now rebuilt with new chain and tensioner and sprockets, valves all checked and OK, engine refuses to start, codes are, Main power fault and throttle flap not operating, where is main (engine) power relay?

Its one of the relays in the panel hiding near the VAG COM port.

Possibly grey relay 429 .

429 appears to have 2 possible sources that activate it, 167 below it has just 4 contacts, 2 to activate and 2 about 40amp contacts output, I have tested this one for activation but not that the output contacts pass a current. I will test that tomorrow. thanks for now
