Seat Ibiza won't go above 3000rpm

Car: Seat Ibiza
Variant: 1.2
Model Year: 2003
Categories: Running Rough, Starting & Power Loss
Sometimes I'll start the car and it'll run fine. Other times I'll start it and it'll not go above 3000rpm in any get but will easily drive up to 3000rpm. The engine management light is on. I've put a new fuel filter on. Cleaned the throttle body and egr valve.

Any ideas?

I've took it to a reputable garage and he can't communicate with the ecu. Now what?

Try a different garage that dose diagnostic work. You can buy code reader on amazon or ebay worth having in the tool and don't cost a lot.

Unless you buy a suitable code reader for your car , are able to diagnose results correctly and able to carry out repairs , you will be wasting your cash .

If you don't get it scanned I would check the plugs and especially ignition pencil coils which often intermittently break down under load and cause drop on engine performance .
