Seat Ibiza intermitant whine

A whine started about 2-3 months ago but has got louder just recently. Now when it occurs it is very annoying, hence this post.
It is a single note noise, and doesn't change pitch or loudness with speed. The sound generally starts at a low volume but also can start at a high volume and stay constant. It usually starts at about 5 mph, stops if you touch the brakes and gets quieter if you turn the steering more than 1/4 lock.
I have been to a main dealer who suggested looking at the tyres. I personally don't think they are at fault, as the noise would change pitch and volume with increased speed. Has anyone come across this problem before, if so please help.

Sounds like a sticking brake pad , especially as it disappears whentouching brakes .Could try a strip down , clean out and lubricating of pads .
