I have an 04 saab 93 1.9 tdi (150 bhp) recently whilst driving at 50 mph the engine lost all power and would not rev more than 1k this seemed to clear itself and the problem went away for a week, now I have just started the car but it will not rev above 1k again and hence is undriveable

Welcome to Just Answer, This will be due to one of a couple of common faults on the Z19DTH engine.
The first is a sticking EGR valve, this shows up as an air intake leak fault code, the valve will need replacing , they cost around £80 + fitting which shouldn't be much as it takes only 10 minutes to do.
The next is the inlet manifold swirl mechanism jams and this will need a replacement modified manifold, unfortunately this runs into several hundred pounds.
The likelihood is the EGR ,to be sure you need to either get a diagnostic scanner to your car or vice versa, most good garages have these or otherwise the AA or RAC can do this test.
