Saab 9-3 fuel tank pump not working

The fuel tank pump will not work,i have checked voltage at the connecting cable and it is 0.13volt with key on or off ? - cant find the relay anywhere even under dash,any ideas? - thanks in advance

I think you will only get volts at the pump when you crank the engine. Once it has started you will have continious volts.
When you turn the ignition on there should be a sound from the pump wich stops after a couple of seconds, 2 sec perhaps. I believe your pump is dead if it does not sound.
Its a little tricky to replace the pump. But you dont have to remove the tank. The pump is accessible from above but then you have to cut the plate under the rear seat.
I made a tool out of a piece of tube to loosen the wide ring from the tank.
