1999 Rover 75 abs comes on under 30 mph

When you apply the brakes at over 30 mph they are perfectly normal but when under 30 mph the abs cuts in and I get a pulsing up through the foot pedal. Once the pulsing has started it contiues until stopped. There is also a clicking noise coming from the wheel and this disappears after you get up to about 30 mph

Sounds like you have a faulty sensor .
