2003 Rover 75 loose wire and junction box

I have found 2 wires with their junction box hanging down from the underneath front corner of the engine block drivers side. the seat belt tension/air bag light has come on in the dash board. Are the 2 related where should the wire be conected I know it is not the oil filter wire it is about 6 inches long, can't find where it conects too.

Check connections under seat .
