Rover 600 cant get front discs off

Hi.. Trying to put new brake discs on my Rover 618 (without ABS) but cant get the @@@@@ devil off. Undone all the relevant bolts..undone bottom ball joint.. driveshaft out.. and it wont come off still.. could the bearings be causing this or just plain seizure??? Any suggestions(nice ones relevant to the problem please lol)!!
