Rover 45 engine won't kick in unless a/c is turned on

Engine does run fairly hot . after a good 40 min of motorway +10 mins town driving, neither of the engine fans kick in . But they do activate when I put the A/C on

As long as it stays out the red zone I wouldn't worry,
I've had to run some cars at a very fast idle,
2500 rpm or higher just to get them to spin.
And then they shut down really quickly.
