Rover 45 power loss

Car loses power up hills, have to change down gears,turbo seems to spool up ok,could this be an engine management problem ?

loads of faults poss, try leak off test to check injectors, very common
read ecu codes as some faults dont put mil light on
mass air flow meter can cause problems
fuel filter
have you got access to a scanner as would help point to fault(buy from £75)
egr stuck open/boost sensor vacc switching valve
basicly get it on a scanner 1st
