Rover 45 car not pulling enough

Variant: 1.8 manual
Model Year: 2000

Hi, I have a rover 45 Connoisseur. Main issue is when on first gear, even my foot is off the clutch fully I have to ram the accelerator down for the car to pull. After a while there is a burning smell. Can someone please help me.

Is the clutch slipping,I.e. The engine rev,s go higher than the driving effort,car speed.
