recently had a problem where the battery6 wasn't holding a charge. Went and bought new battery yesterday. {Put it in started the car once, stopped and tried to start the car again. Car is turning over with a slow clicking and not starting and smoke coming out of the dash board.

Seriously, it sounds as though either,
1) there is no, or very poor earth connection
2) that you have connected the battery, or at least some of the wires the wrong way round.

First thing to try is to check tha the heavy lead leading joined to the car bodywork is attached to the -ve terminal. Take a jump lead from the -ve terminal and clamp it to bare metal on tjhe engine block.
If it fires up then there's something wromng with the lead from the battery to the body. These can corrode from the inside out.

My advice would be to have an autospark look at the under dash stuff to make sure all is well.

Just to add to the post above , check the earth cable from engine/gearbox to body also .
