Rover 400 power steering fluid loss

I noticed a few weeks ago my power steering fluid was low so topped it up but as soon as I fired the engine up the fluid in the reservoir bubbled back out of the top and the steering whines when turned esp when cold. When engine is warm the whining stops but I still cant top the fluid up without it bubbling back out.

when topping up try turning the steering from lock to lock to see if the fluid goes down .if not i would check to make sure the fluid hasnt got into the rack gaitors.
