the light comes on on the switch but the heater doesn't work

Check for power at screen .Also Check for broken wiring on tailgate where it passes through .

as whitinghame said check the wiring where it goes from body to tailgate on the right hand side as this was a common problem area,the rear washer pipe on the left hand side of tailgate was prone to snapping as well
