Rover 200 revs high even in neutral

my car revs high when i put my foot on the clutch and release , this even happens in neutral and also the car speeds up by itself without my foot on the accelerator

Sounds like the idle control valve is stuck open (a bit like the old fashioned choke. they can usually be found on or around the inlet manifold.

Cjheck / replace the idle control valve stepper motor.
