Renault 16 van won't crank

No lights at dash but radio windows,brake,indicators,blowers and windscreen wash work. Battery and terminals are good and all fuses and relays test okay

The fact that " radio windows,brake,indicators,blowers and windscreen wash work." means nothing as they use so little power compared with what is needed to start van . First thing I would do before getting to involved would be LOAD testing battery and checking voltage
