Peugeot Partner horn needs replaced

Model Year: 2008
I have a 2008 Peugeot Partner TePee which has a non working horn. I have been told that the resident horn is hidden behind the front bumper/cover, but the previous owner was a really bad driver, and as there are "dings" all over the body, the front cover is damaged and the sections are out of line - from the point of view of how the sections meet up with each other. So much so, that screws and other securing points do not meet up properly. This means that I can't get into the area where the horn is supposed to be. My question is, can I bypass the existing horn, and "relocate" (i.e. fit another one) in another part of the engine bay? I have already removed more or less all the broken, rusty, bent and otherwise damaged screws, washers, and other securing devices to try and get access, first of all to realiign all the bumper/cover parts, but as I don't have either a pit, or ramp, getting access is very difficult. I would appreciate a quick answer as the non working horn is illegal in UK.

Sure,
As long as you can get to the wire for the horn.
