If it was anything to do with the main fuse box, none of the things that are affecting your central locking would be working, much less causing interference. Just take a look at the wiring diagram!
There are several suggestions (google - peugeot 406 central locking problems) on the peugeot helpline (and others)
If it is not damp or shorted wiring (most likely causes)you may have a problem with your key remote(change key battery and synchronise) or the deadlock control box. If the latter, you can probably pick one up for a song at your local breaker yard.
If all else fails, disconnect the battery, wait 30+ mins, then re-connect and try again. Stranger things happen with peugeot electrics
Problem with the garage diagnosis is that peugeot changed the system about 2002 and as the mechs are no longer familiar with the old system, they don't recognise the symptoms. I spoke with my own garage today whilst trying to identify the part from the number on a remote receiver unit and he had never even heard of any central locking problems, despite working for a peugeot dealer for 16 yrs
