i agree with LB sounds like the idle stepper motor is sticking so i would take it out and with some carb cleaner (aero sol) and a rag clean it as its probly gunged up with crap.

The idle speed control valve is close to the throttle butterfly on the manifold and although there is a choice of bosch and sagem injection systems for these 1.8 engines the idle speed valve is located in much the same place.
When you remove it the only thing I find thats much use for cleaning these things out well is carb cleaner, failing that if you could temporarily try one from a friend or someone you know if they had a similar car or even a scrappy one just to see if it would work, that way costs are minimised.
In my experience of cleaning out idle valves, it's really only a temporary measure as if faulty the cleanout will only delay further problems with it but it will at least let you know if it is actually the fault before parting with any money.
