Peugeot 406 oil tank smoking

When driving yesterday i noticed smoke coming from under the bonnet. On stopping i had a look and the smoke was coming from the oil tank cap.I've just checked the oil and it comes above the two marks on the dipstick, can a car have too much oil in it?
The car is having problems with high revs (constantly at 2400pm) are they related?
Thanks in advance for any advice.

Yes it can have too much oil fitted, whoever filled it over filled it, drain out the excess oil and see if it makes any difference to your revs
