Peugeot 405 uneven braking rear brakes.

Hi has anyone come accross a similar problem, I have an old 405GRD in Spain, with rear drum brakes.Every year it fails its ITV (Spanish MOT) for RH rear brake. I then strip it,clean everything and replace the slave cylinder,this usually works and it passes. This year however - I did the same things checked everything I can think of - condition of shoes/drum/back plate etc,replaced the slave cylinder as usual - but this time to no avail it still failed it's ITV. I'm at a loss now.As far as I know this model does'nt have a compensator, its bult in to the rear slave cylinders.The LH brake is alway OK. Any Ideas?

haven`t come across this before, but could it be 1)a collapsed (flexible) brake pipe ?
2)a problem with the drum itself. either gone slightly oval or worn beyond its limit?
