If it's not bulbs , possibly earth or wiring fault on plug/ connector to bulb ?

check the headlight connector does not have corroded terminals or damaged wires, check the voltage across the wiring connector, you should have battery voltage,if not then trace wiring back checking continuity and for a electrical short

Was this problem ever solved? I have exactly the same thing with recently bought 55 plate 307. The problem is that it passes the MoT test but on the road at night, dipped headlights are as good as useless. I've been told by the trader who sold it to me that higher wattage bulbs can be fitted (instead of standard 55, apparently you can buy 80 and 100 watt bulbs) but it feels like I'm papering over a crack that's only going to get bigger. Any tips most welcome. I'm no mechanic. Cheers
