Peugeot 306 electrical fault

I have an intermittent electrical fault which blows a 5 amp fuse. The fuse controls the central locking and remote locking as well as the radio and temperature display. The boot lid central locking actuator stopped working and was removed. Using a multimeter I have found that there is a connection between both leads on the connector and earth. Is this normal?

Thought it would be a 20amp fuse at least for that circuit , but could be wrong .
