Peugeot 207 difficulty changing gears.

My clutch pedal feels normal, although the car refuses to change gears with revs above 1500rpm. Also it takes a very long time for the revs to decrease once I depress the clutch. At times, it seems like the clutch is not working/engaging at all. I thought it could be the slave cylinder and replaced that, I now no longer want to spend any money without knowing the real problem.

Why would you want to change gears with revs above 1500rpm. when driving normally ? unless rallying ?

If that year has an idle air control valve , check that and clean throttle body .Check for any vac leaks or engine breather hose leaks
